    Hi,

    I really am most interested in a question not related directly to the height of the building, so here are my concerns:

    The original "agreement" as to the inclusion of 180 units of low cost housing as part of the justification for approval of the project seems to have disappeared. Instead there is debate focusing on what appears to be a "punishment" for this failure, without addressing where the 180 units will now be made, and who will pay for them.

    My questions:

    1. who (either individual or the agency) signed off on the agreement including the 180 units of low cost housing?

    2. is the process used (without any legally binding conditions or formal penalties corresponding to the cost of building these units if the agreement is not respected) typical of the City of Montreal construction contracting and permits?

    3. why would any contractor respect such an agreement which did not have enforceable penalties exceeding the "benefits" of not respecting the contract? No investor seeking optimal margins would be inclined to reduce his margins by including low cost housing (under City of Montreal permit and contracting conditions).

    4. who will now be responsible for building and paying for the 180 units of low cost housing approved by the City of Montreal? Height of a building is not the central issue. Low cost housing availability is the issue and is not addressed in this consultation (at least at this point in the consultation process).
